Maybe a very small number of cities or even counties have chances to go bad in order to negotiate with unions.

Otherwise state can always increase tax and/or cut spending (say reduce retirement payout and increase public worker's share of healthcare premium). The politicians and residents eventually have to face the reality.

In NY, NJ, CA, averagetotal salary of a  policeman is 100k。 That's simply not sustainable.
