Article 123

1. Overdraft facilities or any other type of credit facility with the European Central Bank or withthe central banks of the Member States (hereinafter referred to as ‘national central banks’) in favour of　Union institutions, bodies, offices or agencies, central governments, regional, local or other publicauthorities, other bodies governed by public law, or public undertakings of Member States shall be　prohibited, as shall the purchase directly from them by the European Central Bank or national central　banks of debt instruments.

如果是这样的话，大家必须关注他们是否会改写１２３，如果不改的话，只有绕道而行，去借口支持银行或ＩＭＦ。

BT，你分析一下吧。我知道UK这次出了丑。法国从戴高乐以后就没有这么辉煌过，大英帝国已经是气息奄奄了。

我疑惑的是ECB最后如何印钱才能名正言顺，TIMING很重要。
